I have the honour to report that the first instalment of pickets has now arrived from Canton. The blockade of Hongkong was enforced as from February 6th.

A tax of 83 per case on Kerosene and Petrol was enforced on February 5th and the two 011 Companiés at once suspended deliveries. No warning of the tax

was given and no proclamation announcing it has been issued, so that I have not been able to ascertain the

machinery of its collection. It is called the "Nainan Bureau of Finance Kerosene Honopoly Tax".

When the Cantonese and their Russian masters

arrived, the walls of Hoihow were covered with promises of the advent of the Golden Age, particular emphasis being laid on the abolition of all oppressive taxes. It is true that a few trumpery u mroductive taxee recently imposed by General Teng Pen-yin have been abolished and also, as a necessary corollary of the extinction of the

trade, the export taxes on pigs and cattle. All other

taxation has been increased.

The present officials are apparently still

only temporary and the permanent administration has

still to arrive from Canton. The full extent of the

anti-foreign measures is still therefore a matter for

speculation. The Chamber of Commerce has received

Majesty's Minister,
